James Roche, Managing Partner, True North Public Affairs

Mr. Roche has an extensive background in public policy and government decision–making. Prior to establishing his own firm, he had leading roles with two of Canada’s pre–eminent management and public affairs consulting firms. Mr. Roche was managing partner of Secor’s Ottawa office, providing advice to public and private sector clients in the areas of governance and public policy. He later joined FH Canada, where he ultimately served as President and CEO for the firm’s Canada-wide operations.

Previously, Mr. Roche served as Executive Vice President and Chief Operating Officer of one of Canada’s largest Crown Corporations, VIA Rail Canada. He also served in senior advisory capacities at various federal government departments and agencies, including Transport Canada, Agriculture Canada, National Defence, Western Economic Diversification, and the Commission to Review MPs’ Allowances. Mr. Roche was Chief of Staff to two federal cabinet ministers.

Mr. Roche has a BA in political science from the University of Saskatchewan and an MA in history from McGill University.
